By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Medical Corps) Robert R. Allen, United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Captain Allen distinguished himself by gallantry in action while serving with the Medical Detachment, 6th Engineers, American Expeditionary Forces, in action near Mezy, France, on the Marne River, 21 July 1918, in caring for the wounded under artillery fire.

While assigned to Field Hospital No. 7, and attached to the 6th Engineer Regiment, 3d Division, American Expeditionary Forces, Captain Allen displayed exceptonal courage at Mezy, France, 21 – 22 July 1918. He repeatedly exposed himself to give treatment to the woundedd and continued this work even while his dressing station was being blown down about him by hostile artillery fire.
