By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Infantry) Edward G. Herlihy, United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Captain Herlihy distinguished himself by gallantry in action while serving with Company H, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, in action on 15 July 1918, when he with Company H, held the subsector of the Marne by an audacious defense, and by his brilliant leadership.

Herlihy, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 38th Infantry Regiment, 3d Division, American Expeditionary Forces, while engaged with an enemy vastly superior in numbers on 15 July 1918, on the Marne River, Captain Herlihy showed conspicuous bravery by repeatedly exposing himself, and by his personal example steadied his men and held his lines and although almost completely surrounded, enabled the Regiment to sustain its position.
