By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Corporal Joseph G. Carney (ASN: 543097), United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Corporal Carney distinguished himself by gallantry in action while serving with Company E, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, in action near Fossoy, France, 15 July 1918, in organizing and maintaining a runner relay under heavy shell fire.

While serving with Company E, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, on 15 July 1918, near Fossoy, France, Corporal Carney displayed exceptional bravery and disregard for personal safety in organizing, establishing, and maintaining through heavy shell fire a relay of runners between Battalion Post of Command and the Post of Command of the Commanding Officer of the right flank, at a time when this flank was seriously threatened by the enemy.
