By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Reverend James M. Blaise, a United States Civilian and Volunteer Chaplain, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While attached to the 4th Infantry Regiment, 3d Division, American Expeditionary Forces, during an attack on the heights near Le Charmel in the midst of a heavy barrage which the enemy put down on the town to prevent the advance, Reverend Blaise several times, voluntarily and at great personal risk left a place of comparative safety and fearlessly exposed himself to go to the aid of wounded men.
