By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Major (Infantry) Rollo C. Ditto (ASN: 0-2687), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, Major Ditto was in command of the “Emergency Line of Defense” near Fossoy, 15 – 16 July 1918. When the line of resistance was about to be enveloped by an overwhelming force of the enemy, he personally directed the disposition of his command with suck skill, judgment and spirit as to completely nullify the enemy’s assault and force his retirement across the river.
