Charles Howell was commissioned in 1901 through the School of Instruction of the Revenue Cutter Service, precursor to the graduated from the U.S. Coast Guard Academy. He retired as a U.S. Coast Guard Rear Admiral on July 1, 1940, just nineteen days before he died of a heart attack.

ARCTURUS, engaged in the important, exacting and hazardous duty of transporting and escorting troops and supplies through waters infested with enemy submarines and mines, during World War I.
