By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Dan R. Spicer (ASN: 1140026), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 3d Sanitary Train, 3d Division, American Expeditionary Forces, Private Spicer was on duty with a detail from the litter section. He displayed absolute fearlessness and a high devotion to duty in rescuing and dressing wounded under most trying circumstances at Mezy, Jaulgonne, and Le Charmel, France, 21 – 28 July 1918, He worked continuously for over fifty hours.
