By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class John F. Voltin (ASN: 1193422), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as a Runner with Headquarters, 3d Sanitary Train, 3d Division, American Expeditionary Forces, Private First Class Voltin displayed extreme devotion to duty during the operation of the 3d Division in the Meuse-Argonne from 1 to 30 October 1918. Many times when enemy shelling was terrific and telephonic messages were uncertain, he voluntarily exposed himself to grave hazards day and night to insure the correct transmission of important messages.
