By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Benjamin R. Cowling (ASN: 1193515), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 3d Sanitary Train, 3d Division, American Expeditionary Forces, Private First Class Cowling was Orderly on an ambulance driven by Wagoner Sheffer which was sent with four other ambulance to evacuate patients from an aid station at Madeleine Farm, while travelling a comparatively safe road, not under shell fire. It became so blocked with his ambulance in congested traffic as to render further progress impossible. Finding his way by mans of another road constantly subjected to shell fire, he succeeded in reaching the aid station, safely evacuated a load of patients, and returned to the other ambulances to direct them by the same route.
