By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Wagoner Tom N. Parr (ASN: 11690760), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Ambulance Company No. 7, 3d Sanitary Train, 3d Division, American Expeditionary Forces, during the first day of the German Offensive on the Marne, 15 July 1918, Wagoner Parr went as close to Le Rocq Ferme with his ambulance as the roads would permit, and then made three trips on foot, from his ambulance to the Ferme, carrying medical supplies that were needed in the dressing station at the Ferme. This was performed during the severest artillery barrage; this soldier manifested absolute fearlessness and a high devotion to duty.
