By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant Jay W. Hitchcock (ASN: 1196256), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as Mess Sergeant with the 3d Sanitary Train, 3d Division, American Expeditionary Forces, Sergeant Hitchcock displayed exceptional zeal and fearlessness in the execution of his duty. Due to his untiring efforts, hundreds of patients were fed during the Marne Offensive, 14 July to 10 August 1918, and during the Argonne-Meuse Offensive, he aided greatly in keeping the morale of the men by his fearless disregard for personal safety. While others were able to seek shelter during the more intense shelling, he never once deserted his exposed post, and frequently cooked the meals himself when the cooks were indisposed.
