    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant First Class Harley I. Raley (ASN: 1196248), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 3d Sanitary Train, 3d Division, American Expeditionary Forces, on the Marne Front, 14 July to 10 August 1918, Sergeant First Class Raley not only ran the office, but aided the transportation sergeant in the very important duty of loading and dispatching ambulances. Tireless, with practically no sleep from 14 to 19 July, he worked without respite, and in his capacity as First Sergeant, so inspired the men with his fearlessness and cheerfulness as to greatly strengthen their moral. On the Argonne-Meuse Sector, when the transportation sergeant was wounded, he immediately volunteered to run the transportation in addition to his other duties, succeeding so well that the evacuation continued almost as smoothly as before the great loss of the transportation sergeant. His absolute disregard of danger and cheerfulness under the most trying conditions helped most materially in keeping up the spirits of the men, especially the hard-working ambulance drivers.
