By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant First Class Philip J. Keyser (ASN: 1196085), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 3d Sanitary Train, 3d Division, American Expeditionary Forces, during all engagements Sergeant First Class Keyser participated in the Division and remained on duty almost continuously. He showed excellent abilities, good judgment, coolness and devotion to duty and in so doing stood out conspicuously as the highest type of American soldier. Sergeant Keyser won and holds the highest admiration of every officer and soldier in his organization.
