By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant First Class Frank Coyne, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as Sergeant in Charge of the Medical Supply Depot, 3d Sanitary Train, 3d Division, American Expeditionary Forces, Sergeant First Class Coyne performed exceptionally meritorious services during the Meuse-Argonne Offensive from 2 – 30 October 1918. During action, with utter disregard for his own personal safety, he made frequent trips to the Battalion Aid Stations to personally supervise the requisitioning and distributing of medical supplies, thereby assisting materially in preventing shortage of necessary dressings, splints and medicines.
