By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Quartermaster Corps) Oscar Speed, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 3d Sanitary Train, 3d Division, American Expeditionary Forces, through the untiring efforts of this officer, and his conscious and energetic performance of duty, whether in rest camps or in the thickest of battle, the problem of supply has at all times been adequately and efficiently handled. Both in the struggle on the Marne and the Meuse-Argonne Offensive he was ever undaunted in the face of gravest difficulties and dangers frequently involved in the securing and distribution of supplies, and was actuated throughout the entirety of our operations in the A.E.F. only by the highest motives of service and self-sacrifice.
