By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Medical Corps) Roy L. Scott, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While Commanding Ambulance Company No. 27, 3d Sanitary Train, 3d Division, American Expeditionary Forces, during the offensive in the Argonne, Captain Scott did especially distinguished himself at Montfaucon from 1 to 30 October 1918, devoting his whole time and energy untiringly to the care of the wounded in the 3d Division and other Divisions engaged in that particular sector, at times exposing himself to the severest shell fire. He volunteered repeatedly to visit the Regimental Aid Stations of the 4th and 30th Infantry Regiments, necessitating his passing over roads subjected to constant enemy shell fire, for the purpose of assuring himself that the evacuation was being expeditiously and satisfactorily handled. By his energetic and courageous performance of these duties, without the least regard for personal safety, the evacuation of the large number of wounded which passed through these stations was greatly facilitated.
