    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Lieutenant Colonel (Medical Corps) Arthur E. Midgley, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 3d Sanitary Train, 3d Division, American Expeditionary Forces, Lieutenant Colonel Midgley displayed exceptional courage during the Marne engagement 14 July – 10 August 1918, while directing the ambulance companies of he train. Under heavy enemy fire he established advance and maid dressing stations at the most advantageous points and personally superintended evacuations.

By his personal supervision and repeated visits to advance stations, he was instrumental in expediting the evacuation of wounded and doubtless saved many lives by his efficient and energetic conduct.
