By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant John C. Mastney (ASN: 244176), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company C, 5th Field Signal Battalion, 3d Division, American Expeditionary Forces, after the antenna of the radio set had been knocked down, at great risk to his life, Sergeant Mastney did go out alone several times during the night of 14 – 15 July 1918, near Fossoy, France, to repair same under intense artillery bombardment. He did further, on 25 July 1918, voluntarily go out and repair an important telephone line across an open field near the Foret de Fere, which was under heavy enemy shell fire.
