By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Master Signal Electrician Stewart H. Kilmer (ASN: 244361), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 5th Field Signal Battalion, 3d Division, American Expeditionary Forces,
on 26 July 1918, near Le Charmel, France, Master Signal Electrician Kilmer displayed great bravery, skill and coolness in assisting his detachment commander under very heavy gas and shell fire to lay a telephone line from Regimental Post of Command to the front line at a time when it was essential that communications be established. He was offered the opportunity several times of taking cover in trenches, but refused and continued to complete his part of the work. It was necessary for him to return over the lines several times and repair breaks caused by shell fire.
