    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Corps of Engineers) Andrew Chantos, Jr., Sergeant Raphael B. Nies, Sergeant Earl F. Moore, Sergeant Roy R. MacMillen, Corporal William A. Davidson, Corporal Frank J. McElery, Private First Class Philip Maschino, and Private Walter R. M. Mertins, United States Army, are cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded them. While serving with the 6th Engineer Regiment, 3d Division, American Expeditionary Forces, these men gave proof of unhesitating devotion and energy during the Meuse-Argonne Offensive near Buieulles-sur-Meuse, on 17 October 1918, when under fire of snipers and particularly intense machine gun and artillery fire, they volunteered to make a reconnaissance of the enemy’s position and operations in the divisional sector. The circumstances required extraordinary courage, determination, and calmness. They returned a the required time with their mission accurately and completely accomplished. During the night of the same date when their company advanced within the enemy’s lines, these same men again volunteered for the most hazardous scouting and obtained information which undoubtedly saved the entire company from very serious losses.
