By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant First Class Dewitt T. Smith (ASN: 158289), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company C, 6th Engineer Regiment, 3d Division, American Expeditionary Forces, on 8 August 1918, along the Vesle River near Fismes, France, Sergeant First Class Smith, in charge of a working party, made a reconnaissance, succeeding in placing a foot bridge across the Vesle River. Again on the morning of 10 August 1918, in charge of a working party he advanced in daylight to the Vesle River near Fismes and attempted to repair the foot bridge which he erected on 8 August, and which had been partially destroyed by the enemy. He advanced to the river under heavy machine gun fire.
