By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Corps of Engineers), [then Second Lieutenant] F. Russell Lyons, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company E, 6th Engineer Regiment, 3d Division, American Expeditionary Forces, in the Bois d’Aigremont, near Fossoy, France, 15 July 1918, Lieutenant Lyons showed coolness and bravery and a disregard for his own safety in assisting in the care of wounded in the Bois d’Aigremont during heavy artillery bombardment on the morning of 15 July 1918.
