    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Shirley R. Howard (ASN: 1550566), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery B, 76th Field Artillery Regiment, 3d Division, American Expeditionary Forces, at position near Montfaucon, Private Howard displayed exceptional coolness and bravery. The battery had been put under heavy fire and when two of its guns had been put out of action by enemy fire, the gun crews were ordered to leave the vicinity of the guns. Private Howard, who was gunner at the time, returned of his own accord and under continuous shell fire, and under the supervision of the battery commander, re-laid the other two guns and put them in readiness to fire.
