By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Frank J. Haas (ASN: 1550925), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery D, 76th Field Artillery Regiment, 3d Division, American Expeditionary Forces, as Telephone Lineman with the 2d Battalion Headquarters, Private First Class Haas was called on time after time for particularly difficult and hazardous work, such as running the advanced Observation Post lines, and repairing broken lines under violent shell fire. He always and under heavy fire, kept up his lines in order and was a material aid in the successful operation of the battalion.
