    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Paul Clifford, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the Medical Detachment, 76th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Private First Class Clifford displayed exceptional courage at Romagne, France, 21 October 1918. After his Commanding Officer had been killed and several other men engaged in the same work had been wounded, he continued to go under heavy enemy fire to give aid to the wounded. His action was particularly note-worthy in that he had been fore three days without sleep or rest and because it was impossible to construct adequate shelter.
