By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Corporal Joseph Bailey (ASN: 1550230), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery A, 76th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Corporal Bailey demonstrated continuous and marked devotion to duty as Caisson Corporal at the Marne, St. Mihiel and Meuse-Argonne battles, being on duty from fourteen to eighteen hours a day and never failing to get ammunition to the position, no matter how heavy the bombardment. During this time his first thought was the delivery of ammunition, and the second the condition of his horses and men.
