By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Field Artillery) Henry Banks, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as Assistant Adjutant, 1st Battalion, 76th Field Artillery Regiment, 3d Division, American Expeditionary Forces, in the Chateau-Thierry, St. Mihiel and Meuse-Argonne. He commanded Headquarters Detachment and did duty as forward observer for the battalion. He was always cool under even heaviest fire, working with his men in care of animals and kitchen through Post of Command and picket lines under fire. He rendered excellent and accurate service as observer for the battalion, going without food or shelter, continuing to remain in observation and keeping telephone lines in repair, when it was impracticable to relieve him.
