By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant John P. Fryer, Sergeant Ormond J. Borsius, Sergeant Rosco R. Bauch, and Sergeant Wilbuhn L. Monson, United States Army, are cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded them. While serving with Battery A, 18th Field Artillery Regiment, 3d Division, American Expeditionary Forces, these men displayed exceptional bravery in the Marne Defensive 14 – 15 July 1918, while acting as Chiefs of Section. Although they have had not rest from the work of preparing their battery positions and carrying ammunition from a dump a half-kilometer distant, when O.P.C. was ordered immediately, responded with effective fire. When forced by heavy gas to wear masks they continued the firing, at all times encouraging and sustaining the men under their command.
