    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Sergeant Frank R. Bell, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery D, 18th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Sergeant Bell, during the enemy bombardment on the night of 14 – 15 July 1918, conducted himself with admirable courage and untiring energy, thereby rendering invaluable service in placing the battery in firing position, under very heavy shell fire south of La Perle Farm. After the battery was placed, Sergeant Bell, disregarding all danger, searched throughout the night until he found enough powder to enable the battery to open fire.
