    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Gerald C. Elpern (ASN: 1038502), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery C, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, throughout the entire engagement of the Marne, Private Elpern served with the 5th Field Signal Battalion, running lines under the greatest difficulties and danger. On the Verdun front, near Monzeville, on 26 September 1918, when an Infantry regiment was being exposed to heavy shell fire he immediately went to the assistance of the wounded and rescued many, assisting in carrying them to the First Aid Station.
