By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Rubard J. Allen (ASN: 1038333), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery B, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Private First Class Allen served as driver on an ammunition train throughout the actions on the Marne, St. Mihiel, and the Argonne, constantly assisting in supplying ammunition to his battery while exposed to heavy shell fire, and under great difficulty. He volunteered his services as driver to carry ammunition the morning of 15 July 1918 during the German attack, after many of his companions had fallen trying to reach the battery.
