By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Dick D. Palmer (ASN: 1038392), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery B, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Private First Class Palmer served faithfully and courageously with a gun crew throughout the actions on the Marne, at St. Mihiel, and the Argonne. On the morning of 15 July 1918, when all ammunition at the battery had been expended, he voluntarily carried ammunition by hand more than a mile over roads that were so severely shelled as to be impassable to vehicles.
