By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Robert A. Noonan (ASN: 1038398), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery B, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Private First Class Noonan served courageously and faithfully with his battery throughout the engagement on the Marne, at St. Mihiel, and the Argonne. During the Marne engagement, 15 July 1918, when all ammunition at the battery had been expended, he voluntarily carried ammunition by hand from a dump more than a mile distant over roads under constant and heavy shell fire. During the operation north of Verdun, 13 October 1918, while a member of the crew of a forward 75-mm. gun, he courageously and efficiently served his piece until the last round of ammunition had been expended and while exposed to heavy shell, machine gun and rifle fire from two directions.
