By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Johnson J. Manning (ASN: 1038380), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery B, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Private First Class Mannning served faithfully with his battery during the actions on the Marne, at St. Mihiel and the Argonne. On the morning of 15 July 1918, when all ammunition at the battery position had been expended, Private First Class Manning volunteered his services to carry ammunition by hand from a dump more than a mile distant over shell-swept roads. During the engagements at St. Mihiel and in the Argonne he served as battalion ammunition guide, or weeks exposing himself fearlessly to great danger on roads that were continually shelled, frequently being on the road for twenty-four to forty-eight hours without rest.
