By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Dwight L. Frazer (ASN: 170082), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery B, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Private First Class Frazer rendered faithful and courageously service to his battery throughout the entire actions on the Marne, St. Mihiel and the Argonne. While acting as telephone operator on the Marne, 15 July 1918, he remained at his post in an exposed position while being heavily shelled and voluntarily carried messages to battalion headquarters when it was not longer possible to maintain telephone communication, frequently exposing himself to great danger from shell and machine gun fire.
