By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Corporal Bertie A. Wray, Private First Class Edward J. Ricard, and Corporal Loys Driggers, United States Army, are cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, on 15 – 16 July 1918, while the batter was engaged with the enemy on the south bank of the Marne River near Courboin, these men showed exceptional bravery and distinguished themselves by carrying messages for 48 hours, through heavy shell fire and gas without rest.
