By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant John Phelps (ASN: 107166), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery C, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, on the morning of 17 July 1918, during a heavy bombardment, Sergeant Phelps voluntarily went out from a place of comparative safety in search of an ammunition dump, the location of which was not definitely known. While on this mission a gas shell burst near him, wounding his companion and rendering him momentarily unconscious. A fragment smashed the barrel of his pistol. Though badly bruised and slightly gassed, he carried his companion into a dugout and ran a half mile to the Battery to secure aid for hm. He was restrained only by force from returning with others to rescue his companion.
