    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Wilburn England (ASN: 2352552), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company C, 9th Machine Gun Battalion, 3d Division, American Expeditionary Forces, he distinguished himself in action on the Marne from 15 to 27 July 1918. Private England demonstrated coolness and bravery at all times and unfailing devotion to duty under the most adverse circumstances, he was an inspiration to the men and helped greatly in the success of he company. He was constantly on the alert and always willingly offered himself for ever task, no matter how dangerous, that might have to be taken.
