    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Sergeant Michael Sullivan, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While acting as Stable Sergeant, Battery C, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, at Mont St. Pere on 28 July 1918, when his Commanding Officer had been wounded, First Sergeant Sullivan arranged with the greatest promptness and forethought to ration all men with the firing battery, and moved the combat train with complete success. During the Argonne engagement on the night of 22 October 1918, while the roads beyond Cunel Woods were being shelled heavily, he moved forward the pieces and caissons to the advanced sniping posts; and when the roads were blocked he cut his way through the wire entanglements.
