By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Field Artillery) Winfred C. Green, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, during the night of 14 July 1918, on the Marne, while in charge of an ammunition train, when the German attack started, Lieutenant Green displayed great devotion and courage in trying to get his men out of the woods and into a place of safety, himself being severely wounded and remaining where he fell until daylight. In the Argonne on 10 November 1918, he succeeded in establishing a forward Observation Post under great difficulty during a heavy enemy bombardment.
