    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Field Artillery) John B. Fidlar, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Lieutenant Fidlar exposed himself to great danger in maintaining liaison between the 30th Infantry Regiment and the artillery, 154 July 1918. From 2 October to 6 November 1918, in the Meuse-Argonne, Lieutenant Fidlar distinguished himself in reconnoitering enemy territory, accompanying the infantry fire line, and also by his efficient work as Battery Commander.
