    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Edward Goebel, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 9th Machine Gun Battalion, 3d Division, American Expeditionary Forces, at Paroy, France, 14 – 15 July 1918, and the Marne Defensive from 15 – 18 July 1918, Private Goebel volunteered for duty as gas sentry outside the Company Post of Command when the enemy barrage began at midnight, 14 July and although the village was under a terrific bombardment he remained at his post throughout the night. On 15 July, all wire communications having been destroyed, he twice carried messages through barrages, effecting liaison with Headquarters. On 17 July, Private Goebel went out under heavy shelling and helped bring in some wounded.
