    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Infantry) Arthur W. Stanley, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 9th Machine Gun Battalion, 3d Division, American Expeditionary Forces, during the Champagne-Marne Defensive, 14 – 18 July 1918, after the enemy had succeeded in reaching the flanks of his positions at Paroy, France, Lieutenant Stanley was so successful in placing his guns and controlling their fire as to check the further flanking movement in his direction, and thereby caused the tide of battle to turn in our favor.
