By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Infantry) Richard E. Moore, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company D, 9th Machine Gun Battalion, 3d Division, American Expeditionary Forces, near Crezancy, France, during the terrific bombardment of 14 – 15 July 1918, in the Champagne-Marne Defensive, with absolute disregard for his own safety, Lieutenant Moore directed the placing of his machine guns in battle positions which proved to be of great value when the enemy launched their attack. At Jaulgonne, France, in the Aisne-Marne Offensive, in the face of great danger, Lieutenant Moore led a section of machine guns forward and successfully routed an enemy machine gun nest which was impeding the progress of our troops.
