    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Infantry) Philip D. Gardiner, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 8th Machine Gun Battalion, 3d Division, American Expeditionary Forces, during the operations in the Meuse-Argonne, especially Bois de Foret, Lieutenant Gardiner conducted himself with great courage and coolness. At the last of the fighting, Lieutenant Gardiner was left in command of his company without other officers. He personally inspected all guns, cared for his men, encouraged them at all times, and led them in the final capture of Bois de Foret.
