    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Infantry), [then First Lieutenant] C. D. Jacobs, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. Captain Jacobs distinguished himself while serving with the 8th Machine Gun Battalion, 3d Division, American Expeditionary Forces, on 13 October 1918, near Cunel, France, when the enemy launched a spirited counterattack. During the height of the bombardment, Captain Jacobs at great peril went along the whole front, improving his gun positions and organizing scattered groups of infantry into strong points. During this attack he was wounded, but refused to go to the rear to have his wounds dressed.
