    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Louis Oppelman (ASN: 549183), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. Private First Class Oppelman distinguished himself while serving with the Machine-Gun Company, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, during the bombardment of 15 July 1918. During the advance of 21 to 24 July 1918, he continually carried messages under all kinds of enemy fire and by his coolness and daring brought in much information as to the location of our own and enemy troops. His devotion to duty was exceptional and worthy of the highest praise.
