    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Carl H. Moses (ASN: 2186004), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 38th Infantry Regiment, 3d Division, American Expeditionary Forces, on the morning of 15 July 1918, while on duty with his company, after being hit several times in the leg with flanking enemy machinegun fire, with disregard to his life in the execution of his duty, Private First Class Moses stood up in his emplacement and opened upon the enemy with his automatic, thereby checking them and enabling himself and gun mate to move their gun to a new position. This was done in the face of terrific enemy fire and his devotion to duty in spite of his wounds makes him worthy of highest praise.
