    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Morris Kempner (ASN: 552328), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as Company Runner with Company L, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, Private First Class Kempner showed his bravery by several times volunteering to take messages to and from Battalion Headquarters during the night of 15 July 1918. He also delivered messages in broad daylight to the different platoons of the company. On many occasions these platoons were in an exposed position waiting for the enemy’s possible counterattack. On 22 July, he showed his will power by giving all possible attention to wounded men of his company, giving First Aid treatment to many wounded members as well as carrying them to the First Aid Station.
