By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Arthur M. Ringel, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters Company, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, Corporal Raymond A. Neitzel and Private Arthur M. Ringel maintained telephone lines from the 3d Battalion to Regimental Headquarters being exposed for hours to heavy shell fire from enemy artillery and installed new lines to extreme companies of the 3d Battalion, the old lines being totally destroyed and kept same in continuous operation during the remainder of the engagement.
